Meen Sheng received his B. A. (Honours) in History from National University of Singapore, Diploma in Education (Merit) from National Institute of Education (Singapore), Master of Education (Honours) in Education Management and Doctor of Education from University of Western Australia.

Meen Sheng has taught at Anderson Junior College, Raffles Junior College, Raffles Institution and The Chinese High School. He held both academic and management positions. From 2005 to 2009, he held the dual appointments of Assistant Director, Character Development and Assistant Director, Uniformed Groups at the Co-Curricular Branch, Education Programmes Division, Ministry of Education.

Meen Sheng has received fine arts and curatorial training, which extends into consultancy work in the region. He joined the private sector from 1996 to 1998, gaining industrial experience as director of a consortium of companies in the design and retail industries.

Meen Sheng’s education research interests cover character and citizenship education, educational reform and management, and education policy and leadership. He has presented at various international conferences like the All Heads of Independent Schools of Australia (AHISA) Conference, Asia-Pacific Economic Cooperation (APEC) Education Conference, AARE, ERA, MERA Conferences, professional development seminars at the Chinese University of Hong Kong and Hong Kong University and the International Confederation of Principals Conventions (ICP) in Korea and Scotland. Meen Sheng has also provided educational consultancy in Indonesia, Hong Kong and China. His research papers were published by ASCD (Singapore), Challenger TAFE (Australia), AARE (Australia), Oxford Studies in Comparative Education, and The International Journal of Interdisciplinary Social Sciences.
