Job Description


Summary of Job

Reporting to the Finance Manager, the incumbent has full responsibility for the complete spectrum of duties in financial system operations, transaction processing, statutory reporting, management reporting, direct and indirect taxation, budgeting and forecasting, internal controls and regulatory audit processes of the assigned accounting function.

The incumbent is responsible for the smooth operations of daily operational accounting, financial records are maintained accurately and in accordance with the Financial Reporting Standards and in compliance with all other statutory requirements.

Major Job Responsibilities

Transaction Processing

  • Accounting for payroll and related expenses/receipts
  • Monthly accruals of professional and other expenses (Audit, legal, corp svc, insurance, unclaim GST, etc)
  • Accounting of government subvention
  • Accounting of grants utilization/draw downs (DPC, MOE ICT, Sinking Fund, CMF, etc)
  • Maintain SAP debtor / vendor master
  • Review AP invoices and AR invoices (Canteen and retail)
  • Review school fees billings
  • Raise ePRs for expenses under finance budgets.
  • Coordinate insurance cover
  • Backup for Accounts Payable Accountant

Financial Report

  • Maintain SAP Chart of Accounts & Cost center/internal order master
  • Lead and coordinate monthly & year end financial closing process
  • Prepare monthly bank reconciliations for all bank accounts
  • Review and submit GST returns
  • Prepare quarterly GST reconciliations
  • Review journal entries passed by Executive / Accountants
  • Prepare audit schedules for payroll and related expenses and government subvention and grants
  • Review audit schedules prepared by the other Finance staff
  • Submit government returns, eg. to Charity Portal and Singapore Department of Statistics
  • Prepare and submit grants applications & milestone reports (CMF, Toteboard)
  • Backup for Management Accountant

Budget and Forecasting

  • Backup for Management Accountant

Audit Process

  • Liaison for auditors of statutory audit and governmental grant audit (CMF)
  • Assist in preparation of audited financial statements
  • Prepare audit schedules for payroll and related expenses and government subvention and grants

Sub-Committee Meetings

  • Liaison with corporate secretarial agents
  • Liaison with Directors (DRIWs,Approvals for funds transfer,CEO claims, etc)
  • Minute taker for Sub-Committee meetings as assigned

Governance and Internal Control

  • Make continuous improvements to systems and processes
  • Co-cover for Finance Manager

Accounting Projects, Papers and Policies

  • Establish clear guidelines and standard operating procedures for proper accounting
  • Make improvements to current systems and processes to ensure good system and process workflow
  • Hands-on role in formulating, reviewing and implementing financial policies, procedures, internal controls and systems to support the execution of the School’s strategic operations


  • Participate in school-wide events and key activities, at times outside normal office hours
  • Participate in Task Forces
  • Other duties as assigned by Reporting Officer, or Management of the School

Qualification & Training

  • Degree in Accountancy or equivalent professional accreditation
  • Chartered Accountant or Certified Public Accountant accreditation is desired


  • 3-4 years of relevant working experience
  • Prior working experience as an auditor will be a plus
  • Experience in budgeting and forecasting activities
  • Experience in handling full set of accounts
  • Experience in preparation of financial reports and statutory financial statements


  • Strong analytical and problem-solving skills
  • Good interpersonal communication skills
  • Strong team player
  • Experience in SAP or equivalent ERP applications
  • Proficient in Microsoft Excel, Word and PowerPoint
  • Good business writing skills
